Position Summary:
Moraine Park Technical College is seeking a Vice President - Finance & Administration. The Vice President - Finance and Administration will provide strategic leadership and coordination of innovative solutions for all financial services, talent, and facility functions in alignment with the College’s values and strategic direction.
The successful candidate will have a Master’s degree in accounting, business administration, finance, or a related field, seven years of progressively more responsible experience in education administration, higher education administration and/or public sector administration as a leader with responsibilities relating to those described in the essential duties and two years of leadership in a highly participative team-based culture.

Responsibilities:
• Provide strategic and innovative leadership, advocacy, and support to all areas of Finance Facilities, and Talent including accounting and all related financial operations; budgeting and budget analysis, investment oversight, debt management, and compliance; purchasing, contracts, and all auxiliary services; facilities planning, construction, and operations; risk management and insurance; talent strategy and operations, and compliance, including EO/Title IX.
• Oversee the development, design, delivery, and implementation of the strategic plans, priorities, and objectives for the Finance and Administration Unit, which supports the current and changing needs of the College and community in alignment with the College’s strategic plan and District Board End Statements. Communicate the vision, Unit priorities, and initiatives to employees. Assess and communicate the Unit’s accomplishment of priorities and objectives.
• Oversee the development, communication, implementation, and evaluation of policies, procedures, and guidelines appropriate to the operations and functions of the Finance and Administration Unit. Ensure that College operations comply with applicable laws and regulations and are consistent at all campuses/locations.
• Manage the departmental budget and monitor expenses for areas of direct supervision. Provide input for strategic planning and budget development to include current expenses, major equipment, and College initiative requests. Manage grant and budget expenditures.
Seek alternative funding sources, oversee grant implementation, and continually look for new initiatives to improve operations and support services.
• Hire, mentor, and supervise assigned employees. Responsible for the performance management, coaching, and ongoing growth and development of direct reports.
• Assure the direct coordination of efforts with related College units and external support/regulatory organizations including local, state, and federal agencies. Develop and maintain a positive image and open communication with College stakeholders including board members, students, employees, agencies, and key community leaders. Maintain memberships in state and regional professional associations.
• Support the Associate Vice President – Talent and Culture in employee relations issues. Oversee employee Equal Opportunity and Title IX compliance in coordination with Student Services and the WTCS Office. Advise the President on matters regarding employees. Serve as an advocate for employees of the College.
• Develop and monitor systems for data gathering, statistical analysis, and report preparation to enhance financial services, facilities, and talent strategies. Regularly report this information to the President’s Cabinet and provide pertinent information and data to board members, employees, and key stakeholders.
• Lead the District Board Finance Committee meetings in coordination with the District Board Treasurer. Provide the fiscal information and reports, meeting agendas, and minutes for all meetings.
• With the other Vice Presidents, coordinate the cross-functional activities of the College to ensure an effective and efficient College operation and to create an engaging culture for all employees. Develop the team structure necessary to conduct the work of the Finance and Administration Unit. Serve as a member of the President’s Cabinet and President’s Work Team; lead and serve on College-wide teams as appropriate.

Experience & Qualifications:
• Demonstrated leadership abilities to guide, lead, support, and direct a diverse team.
• Ability to review and analyze complex multi-functional systems, processes, and relationships and the ability to strategically plan and formulate policy and procedures.
• Knowledge of public sector generally accepted accounting principles and reporting standards as promulgated by GASB.
• Experience planning, implementing, and monitoring budgets within an educational setting.
• Familiarity with educational settings, general public relations, and the mission of technical colleges.
• Knowledge of ERP systems and software applications, including Microsoft Office 365 (Office Suite, Teams, SharePoint, etc.).
• Excellent written and verbal communication skills to communicate clearly and effectively with end users, colleagues, and management to provide a complete and timely explanation of issues and decisions to ensure customer satisfaction.
• Strong facilitation and presentation skills, customer service, organizational, planning, time management, analytical and problem-solving skills.
• Ability to plan, organize and prioritize work; analyze information, resolve problems, and make recommendations. Knowledge of continuous and performance improvement concepts.
• Ability to establish and maintain effective working relationships with internal and external customers. Ability to collaborate and work effectively as part of a team.
• Demonstrated ability to work effectively with diverse populations by promoting and maintaining an inclusive work environment and culture that is respectful and accepting of diversity.
Desired Qualifications:
• Extensive experience in higher education administration in a technical/community college setting.
• Registered certified public accountant (CPA).
• Extensive working knowledge and experience of federal, WTCS, and local regulations pertaining to finance, facilities, procurement, payroll, and human resources.
Any combination of necessary experience and qualifications which provides desired knowledge, skills, and abilities.

Hiring Range: $135,333 - $169,166
